According to DigitalFoundry who tested Halo: Reach on XBOX One, it is at times "completely unplayable."
Frame pacing issues at target fps and constant drops to "low teens."

"13 frames unplayable? Haha, you gotta laugh at that. Sub optimal, sure, but still very playable. Drakengard 3 can drop to 8-10 frames a second and it is still playable. As long as you get at least those 8 you can still maintain control pretty easily. 5 fps and below could be problematic though."
And Gaylo isn't the only BC suffering from terrible performance, the Roids of War trilogy runs like ass, apparently.
But that's fine, because 13 frames per second in a shooter is still perfectly playable.

But with the dynamic motion blur and autoaim you can barely notice the drops and the gameplay itself isn't affected at all. 100% playable...ur jstut a hater!!
Drop of 13 fps IS playable - it's just not enjoyable nor is it going to be good for how you perform in the game. Irregular fps is distracting and affects your pace and how well you play so whichever way you look at it, it's pretty bad. It's just not unplayable.
