This is a good startingpoint http://www.nexusmods.com/newvegas/mods/54398/?
It merges all the overhaul mods. Use ModOrganizer, follow the convergence guide for what should or shouldn't be installed, then add quest mods and texture mods on top and you're off.
Personally using Poco Bueno, NMC, and MGs neat clutter retextures. In that order in the loadorder.
I also use realistic wasteland lightning, and I customized my own enb preset for it - because none of the other 'established' enb presets were up to par. I took the newest and most advanced enb preset "onix" and customized it so it looks more like the Dynamo preset.
I added night vision modes and scanlines for nightvision. It's only got one issue now and thats the way the advanced shadows are rendered on vurts plants, which is kinda hard to do anything about.
Heres my modlist, only the ones with + next to are the ones thats active and being used.

Wow, thanks for everything!
It's considerably better and more thorough than the list that I had in mind. I'll immerse myself into the joys of modding in the next few days, hopefully everything will go well.

If you can imagine taking the core of what makes dark souls and put it in new vegas with hardmode on and modded even harder, and theres only one quest. And add the blowouts from call of pripyat, thats kinda what dust is.

i also just started replaying this..something seems messed up.. I'm not getting quests I should be getting. or missing something. Went to talk to ranger andy, asked about the ranger station he mentioned it but I got no note. It was fine, went back to it, no problem back to andy repeated the same, obviously asked about stuff, and then finally he gave me the note thing and then the station was wiped out. Some weirdness around the correctional facility and primm. hopefully it'll come around.

That's a bypass to that.
To do "Return to sender" quest line, you don't take the quest from Ranger Andy, change the codes for all the ranger stations. If you do that, chances are that the station won't be attacked. If you postpone the quest even more, kill Caesar while visiting the Fort and conclude Return to Sender by convincing Hanlon to stop falsifying the reports and not exposing him, there is even a bigger chance that the station will survive. It's a wee bit random. Taking the quest early on, without completing Return to Sender, ensures the total destruction of the station, though.
Kind of played it a lot, so i know quite a bit about the quests flows.

I don't want to bypass it, just the problem was that I did the dialog to trigger it, but it didn't work, I had to go do it again.

lol, I just started loading the mods on Sat. and finally got the game to start after fixing the mod loading issues but it crashes after the cutscene at the beginning. I'm using Nexus Mod Manager and BOSS to sort the loader but something is making it crash right away in the game. Should I be using FOMM instead and does anyone have any suggestions to checking out the mods? I assume the main problem lies with the mods that have patches for other mods (i.e. AWOP, Project Nevada, Impact, WME and WMX are the ones I can think of right now)

What you should be using is MO, anything else is inferior and only recommended by people who don't know any better.
BOSS/LOOT is only the first step in setting up your load order properly; there really are no shortcuts for going through the list manually and read the mod readme's for any pertinent info regarding their placement, check for interdependencies between mods, get compatibility patches where needed etc.
And yes, it is a LOT of work if you have an extensive mod list, but there's no getting around it if you want a stable game. It gets easier over time, but keep your mod list small the first time around.

Try disabling mods one at a time and start the game after each disable. When u find what mod is causing it, reinstall or remove/deactivate it

Crap forgot about MO. Thanks for that. I remember that now.
@Slyrac, I did that to narrow down the initial crashing when I just started the game. After getting the load order correct and making sure that required mod patches to other mods were activated, the game actually ran. But when I exit the cut scene and start clicking "OK" on the initial popup messages, the game crashes. MO should help with this.

Ok, i'm gonna start this game over, i gave up last time because i did something which i don't really know what. I suddenly started being ambushed by MUCH higher level enemies, and it happened again and again and again and it burned me out in the end. I had to reload many times each time until i was lucky enough to down the groups. What's the trigger for this? I bet i did something which i wasn't supposed to at that point.

You pissed off either NCR or Caesar factions. When you become vilified by these factions, they start to send elite death squads. If I am not mistaken enemies in such squads could be 5 levels higher than the player character but are cappet to level 25. This makes fights with them really hard for PC around level 15-20.

They ambushed me first around that southern place. Nova or something. Perhaps it was because i killed everyone there. This is so long ago now that i barely remember it.
