Do you guys know of a website where you can upload videos and that does NOT reencode them? I want to upload some smaller clips of gameplay, but without having my stuff reencoded. For all I care the host can limit to 20mb per file or 10 seconds whatever, just don't reencode my shit!

i highly doubt you'll find anything like that, main reason is just because you can view some video file on VLC or MPC player doesn't mean web browser supports it. there is only a handful of video formats web browsers support and that's one of the reasons why some reencoding is done on pretty much every video streaming site i can think of (another reason being to reduce file size).
you could try dropbox, if you upload video file that browsers support, it should be untouched and should play back in a browser. i've seen it done a few times. but to make 100% sure your file was untouched you should just do it old fashioned way, zip it up and give links to people to download and view them with video player of their choice.

File hosts like Dropbox and Drive, then just link to the source file? Or does it have to be streamable like YT?
