Can someone who has this installed tell me what are the values of these keys in the registry are (if you're playing in English)?
hkey_current_user\\software\\ubisoft\\assassin's rogue\\language
and
hkey_current_user\\software\\ubisoft\\Assassin's Creed Rogue\\SubtitlesLanuage
Seems the Russian version, while not being behind a VPN lock, only runs in Russian language (even though the Steam store and the files suggest the English version is there).

Ru steam store always gives a RU uplay key, also steam only downloads the Russian language.
So you need the English language files + mad skill of swapping the localization.lang file.
Those registry values are set to English.

The port is actually really, really good. It doesn't look fantastic (about average, but still way better than X360/PS3), and keeps 60 frames at all times.

It keeps 60 frames because it has terrible LOD distance.
You can actually see the line where the game starts loading high res textures and it's embarrassingly close to the character. There weren't any NPC popups like in Unity, but everything else? Just awful.
That being said, I'd take the rock solid 60 FPS over graphics any day.

I actualy dont like the parkour in unity, it feels slow and clunky, i never have any problems on rogue or black flag, also the combat in unity although more difficult, is only so, because its slow as hell, the best combat animations for me were the ones from ACIII after that they got really lazy with the combat and the animations feel disjointed and with no real impact..

The best combat animations were the Brutus Dagger ones in Brotherhood. Although AC3's are a close second.
