Big corporations trying to control you is what it is. 
I find it funny that Bing is a lot less restrictive than Google (still has censoring going on tho).
Also doesn't help that American companies have far more taboos/sensitivities than most of their users. At least it isn't as bad as China I guess

For the phone part, I remember reading an article it puts words in the order of possible typos by most commonly used words, and less 'damage control' needed for it.
Like if you typing a mail and go to end it and type "retards" vs "regards" it will assume regards is used more frequently than retards in general, and try to auto correct to that. Same with a lot of words. Unless you use that word a lot and let it learn that you really do mean it, it will attempt to autocorrect to a less damaging/offensive word if it WAS a typo.
Granted Im sure there is a lot of words that are voided/censored it doesn't suggest at all. But a lot of the time it assumes you meant a less offensive word and suggests all them, or if nothing is close to suggest, it makes you confirm you meant to type a word like that manually instead to be on the safe side.
Same for the google search I heard the reason was typing first few words and mindlessly autocomplete tab-enter when you meant something else and end up with bondage(porn) vs bonding(agents) would be BAD for searching in public places, or work. So it makes you type it out manually.
For example 'gay' is ok the first page result would be tame articles..'gay sex' isn't because its first results wouldn't be safe for work. you could be looking for 'gay sexuality' articles and it auto completes 'gay se' as gaysex and next thing you know someone walks past and sees you staring at a google result search for gay dating sites and porn movies.
