Good pc but jkust doesn't run games well?

I've got a 7950 3 gig graphic card, 16 gigs of mem, i5 3750 cpu, asus motherboard and a good psu.
It's cleaned fairly regularly, but new games i get crap fps, sometimes even on tf2 at 1920 res everything max it goes down to 20 fps sometimes lower.
All drivers are upto date so why does it run soo shitty?
Im thinking of reinstalling windows 7 as i have not done this for quiet a while.
Any improvement ideas please as for the money i paid for it all i would of expected better performance.


Ryzen 5 3600 cpu@3.60 Mhz.
hyper x 32 gb ddr 4 memory.
Msi Carbon gaming pro ac motherboard.
Evga 600 psu.
Msi Armour rx 8 gb 5700 Graphic card.
Ps4 Standard 500gb.
Lg 4k 42 inch tv.
Oculus Quest 2.

Your pc seems to have good specs.... should not have any issues dropping FPS... especially in TF2.

Memory leak perhaps, do a memory scan to see if its gone to shit, also check hard drive health, and check for malware/spyware.

A clean windows install always helps too, process of elimination my dude.

Yeah check the RAM with a Mem test and see if anything comes up. It could also be the board not pulling out what the games need to run.
