Yes. It's the warning of low health and that death is imminent. It's the RSOD. If you try hard you can see some gameplay in the hole.

notice how the enemy animation starts before actually being hit, then he drops to the ground, suddenly warps up again and gets his by a sideways baton even though he is on the way down again.
why cant we have ragdoll melee like in gta 5, no game offers such a satsifactory feedback after punching someone in the face as gta 5, thx to euphoria.

You answered your own question. You need something like Euphoria, but most developers likely aren't willing to pony up the licensing fee for it.

You either get better police (not getting alarmed by every little shit)

OR

you get the good ragdoll physics.

You cannot have the best of both worlds unfortunately Laughing Crying or Very sad

After replaying Force Unleashed recently, I'm reminded more disappointingly just how magnificent Euphoria is and how every game without it is remarkably lesser for their lack of it

Yeah I love euphoria.
Sure, it produces some hilarious results sometimes, but I'll take that over stuff warping into position to execute motion-capped animations any day.

It's all about the transitions.

Developers could start by making a video game that is worth playing instead of trying to just create a side-IP based on Assassin's Creed. There is nothing new about this game at all. It is all a mush of really old features and mini-games both in single and multiplayer. There is absolutely nothing complicated about letting the player trigger pre-set mechanics around the city, like raising a car trap/bridge or switch a light from green to red in order to try and stop someone following you. These are really, really simple "powers" to bestow a player in a video game.

Angry Joe's interview reveals that they're already planning for several new Watch Dogs games, so the milking machine is already set up and ready to commence milkage.

Don't expect any closure of the story in this first game, expect this stupid main character to show up, again, again and again.

It must be hard to be a video game developer these days, having to pump out video games like you're working a factory conveyor belt.
