So I've been having this problem ever since I switched to a new PC, so I'm guessing it's a hardware problem.
For some reason, for some downloads the download is stopping around 60%, speed drops to 0kb/s and it just stays there for around 40 seconds, then picks up and starts downloading at normal speed.
From what I've noticed, it only happens with "larger" files, around >100 megabytes. It doesn't happen always though.

It doesn't matter which site I'm downloading from, I tried downloading drivers from Nvidia some time ago- same thing. Tried using a download manager- same thing.
The weird thing is, the problem doesn't occur when using torrent to download stuff. No problems downloading on Steam or Origin either.
I have a Realtek onboard adapter, the motherboard is Asus Z87-K .
Download ubuntu or some other linux distro (maybe elementary os) and run from usb/cd as live without installation. Download a big file and see if you face any problems. If not, your hardware is fine
I once had a similar problem,but it was about files being corrupted.
Steam and torrents downloaded fine,but if I downloaded from Gamersgate, Gamesplanet or just large files in general(some random larger files downloaded fine), it would report them corrupted when installing.
And just like in your issue,small files were not affected.
I even made a thread about it here...
I never really knew what caused it since iirc I tried everything back then,reinstalling drivers and windows,removing hardware to pinpoint the problem etc.
But then once I moved to another apartment and changed my ISP and modem...the problem vanished. :/
To this day I blame my old ISP and modem for that.
