"Episodes from Liberty City" is just a DLC for GTA4 using all GTA4 assets and engine, so same applies.
EDIT: i knew that video is shit even without clicking, but after investigating further, lo and behold, person who made that used component output for xbox360 version. fair and balanced

Not quite true, at least for the PC version. The patch required for EFLC makes the game run a lot smoother. So a vanilla, unpatched GTA4 will run worse than EFLC will and I imagine it's the same on the consoles; EFLC there requires a game patch as well right?
Xbox 360 version renders at native 720p with clear implementation of 2x multisampling anti-aliasing. PlayStation 3 remains sub-HD: 1152x640 to be precise, but with one correction to our original findings. The PS3 version does feature AA - specifically the blur-inducing 2x Quincunx technique.
bottom line they managed to fix up PS3 version somewhat to be a little more smooth than it originally was, but overall it's still horrid compared to 360 version.
all i can say i own a xbox 360 PC and PS3 versions ... on original discs

Xbox 360 has AWFUL pop ins and frame rate issues even when you play the 2 dlcs ...*R fixed those things with a patch that lowered the resolution of textures [making low textures that you see from far as STANDARD LODs that you see from WAY CLOSE ] and LOWERED THE VIEW DISTANCE and car density ... OH and did i mentioned this patch also fucked up all shadows , yes its still in 720p but to push new things from this engine they had to lower all shit to make those 2 dlcs runnable on xbox360
Ps3 had no POP ins , No frame rate issues , No crap shadows but then it played in sub-hd and had this awful blur to fake Field of View , maybe the vanilla XBOX360 version kicked PS3 ass but after the patch that the 360 version got ... PS3 just won as the best version if your playing on a console
