It is and always will be. And there is no absolute need to invest in the item-shop either, since the base equipment is more than enough to succeed. You only want to go there to buy side-grade weapons (can be bought with cert points, but they take ages to grind out) or cosmetic stuff, like camos and visual armor upgrades (or the obligatory XP or resource boosters).
Besides, the main point is not racking up kills but exploiting your class in order to take over bases. Hack terminals with the infiltrator, repair and resupply with the engineer, heal and revive with the medic. The only real pure-combat classes are the light assault, the heavy assault and the MAXs (and even the LA can be used in a supportish role by scouting from high places, or the MAX as a tank rather than damage dealer).
Most vehicle equipment is more than capable of standing up to anything that can be bought in the shop. Well, except for some aircraft weapons, a 6-shot bombardment is more devastating than the stock machine gun on the Liberator's ass (not to mention the rocket pods on the fighters). Anyhow, if you get into a good outfit, most members will have pimped out vehicles that they will be more than happy to have someone man its gunner seat.
