limited edition gives you highway police chases. they're awesome. they also give you a ting to dress up as some mma fighter with some super punch.
there's only one dlc that i know of that giefs you extra xp. but everything else is just little bonus perks to an over the top action game.

Allegro is an auction site like ebay, the reseller has a fuckton of positive comments, no worries.
The game IS in english, every other language is just subtitles.
Besides I bought it man, I know. It registered as Sleeping Dogs (NA),
