that much difference in one day?
1. keep your: child/wife/grandparents/etc away from that thing
2. reformat the drives if it's that sudden i'm not sure what it could be except a virus
also, did you make sure all your bios settings are correct? i really doubt that could be it though since you said it wasn't this bad right after it was built.

TuneUp Utilities is the only thing that I use really, that and Windows 7 built in defragment tool.
Isn't it recommended to reinstall the OS about once a year? I usually reinstall at about that time anyway, when things have started to run slow, or other stuff makes me reinstall. I've seen people recommending once every 6 months too.

yeah yearly is a good rule of thumb, honestly i wouldn't trust anything with tune in it's name though, fuck, you don't even really need anti virus if you know what you're doing, use an adblocker and aren't gullible on the internet.
I DO NOT RECOMMEND THE ABOVE FOR ANYONE BY THE WAY, frankly if you're that computer savvy you probably already know you are and don't need to be told, so if you do need to be told, DON'T DO IT.
worst thing any virus could even possibly do is cause hardware failure of force you to clear the CMOS really and hardware failure, thankfully is pretty damn rare.
personally i enable windows defender when and if i think there's a problem and typically even pay anti virus won't be able to do a damn thing about fixing the damage left in the wake of any serious infection, it's more just to verify it's time to wipe the drive at least for me.
all in all though, i can't honestly say i'm positive it couldn't be something else, i can't for the life of me think of anything else that should cause such a drastic decrease in computer usability though so long as everything is setup and configured correctly.

I usually use CCleaner( Crap Cleaner to remove crap ) and SpyBot SD ( to remove unwanted programs on start up easily)
And PerfectDisk 11 to defragment ( one of the fastest deframent programs I have seen and quite efficient as well)

both good tools but spybot's usefulness is dwindling quite a lot since it's so well known a lot of spyware programmers are coding around it.

True.. but its generally not advised to use any freely available programs against malware.
I mostly used it to clean the registry and remove all start up entries which seem strange to me (not what seems strange to Spybot). Ofc you could also manually remove it directly from the windows list, but Spybot makes it more readable.

honestly, it's been so long since i installed spybot on this thing, i just load up the latest version of the microsoft malicious software removal program for a full scan instead, works just as well, no startup control features though which are useful.
i honestly think i got the most use out of the information spybot will show you if you open it's side pane thing, well... after i learned to stop disabling parts of the soundcard's drivers because i didn't recognize them
also, virustotal (google it) is a wonderful site for on demand scanning of small/suspicious files.
hmmm.... another idea, but.... to say the least i very seriously doubt this one, especially considering it's freshly built (new case too right? or?) is a good cleaning oddly enough, i smoke in the same room as my computer so about once every month and a half it gets noticeably slower until i get out the shop vac and dust the insides, if it's an old or dirty case it's worth a shot before you reformat at the least, you should do it regularly anyway as well so it's a good habit to get into either way.

something may be writing to the drive too which would cause it to start over.

well first run the adaware and spybot
then a good anti virus
then run a sector check for ur boot drive
then do a defrag...
if nothing working then format drive and reinstall
if still nothing i would say best bet is the hard drive...
how much ram do u have? and how many sticks of it? and how slow are we talking here? i had a stick of ram die on me once and system got slow... not snail slow but definitely slower
