It was more a poor joke trying to figure out what America had to do with it... I know a few Brazilians here in my town who say it is very very bad there right now..hard to do anything.
The well-being for the Have Nots comes later on during the industrialisation process, given that ethics and education develop as well. Same time if you look at the USA and emphasise too much on capitalism or libertarianism the 99% go in a spiral downwards again.

To be honest I don't think other countries can take much of the blame. Our problem is simply lack of education, but obviously politicians won't do much to change it (with compulsory voting the masses of idiots vote for idiots...).
