Indeed it is, it's an HDB release so you can expect the top quality.  Even comes with a commentary. 
Most importantly, it's a Chris Nolan film, so you know it's good.

It seems only 1 city does have 24 hour daylight during June and July, but I think it isn't the city portrait in the movie.
Anyway, I mistakenly assumed that there was no habitable zone in Alaska with 24 hour daytime, I thought that those zones had no human settlements, thanks for the clear up!
