Hopefully it's illegal here as well, but as Reklis said, a lot of people literally don't give a damn since the controls are almost nonexistent.

Im under the impression that animal abuse is more... tolorable in Italy and spain. At least than northern Europe Im sure most people think such is awful, guess the government is to be blamed.
Yep you're right, but I think it's due to the fact that people here are overall less law abiding than in any other northern country. Obiouvsly the chronical lack of government's strictness on these kind of subjects doesn't help...
