No, rly, you don't have to be a scientist to figure it out, and it's the easiest way by me...

from my experience all in windows merging turn out to be failures and all the data is lost
I suggest you back up your data in some external and merge them using windows DVD boot the old way

In proper tools (like what I recommended), when you try to modify a volume that is in use, it will require a restart for exclusive rights.

do you mean you want to merge partitions on physically different disks into one?
you can only accomplish this through raid or dynamic disks and i would STRONGLY advice against this - one broken disk in an array means losing of all data on every disk
to merge stuff on a single disk, partition manager is good
i don't know if it has a direct 'merge' option, but you can use it to resize the partitions so you can move data from other ones onto one single one you can stretch to fill the disk and just delete the old ones

If you wanna merge two paritions on the same disk just boot the computer using the win 7 dvd, delete all paritions and then create a new one with desired size.
Remember to back up all data you wanna save prior to this.
