OK, i just tried the method posted on those forums and it works fine, IMO is just way to much work/hassle unless Capcom decide to be a bitch, go the console way and charge us for the DLC. Also, you cant choose between one costume or another unless you like to copy/paste files every time you open the game.
Anyway, you need this, OffZip and this UltraEdit (or any hex editor)
Using Chun-Li as example go to where your game is installed and navigate to Street Fighter IV\Battle\Chara\CNL
First off, back up the following files: CNL_01.cos.emz and the ten CNL_01_*.col.emz files.
Make a new folder on any drive (C:\Mod for example) and copy the following files: CNL_02.cos.emz and the ten CNL_02_*.col.emz files, also, extract offzip and place the exe in the same folder.
Create a new folder where all the files are located, rename it as DAT (C:\Mod\DAT).
Now, open CMD, navigate to the folder (C:\Mod) and input this command

A new file should be created inside the DAT folder called 00000010.dat, open this file on UltraEdit and navigate to the bottom where you will find this line: CNL_02.obj.emo, replace all the *02 to *01 (there should be four instances) and save the file. Now, rename the .dat file to CNL_01.cos.emz and keep it in that folder.
Do the same procedure with all the CNL_01_*.col.emz files (use the command line to extract, open the dat file, replace the 02_* instances to 01_* (there should be now only two since this are just the color files), save and rename the dat file to CNL_01_*.col.emz)
When you are done with all the files, just copy/paste them to the original folder (Street Fighter IV\Battle\Chara\CNL) replacing the original ones.
Open the game, choose the character, profit.
Also, this is only for the DLC costumes, not for new skins or shit.

Nop, you can play online, but the other player cannot see the costumes unless he changes the files too.

I'm pretty annoyed...i've unlocked 2 charactes (sakura and Dan) and when i exit the game,copy the CAPCOM folder from the My Documents folder,format the PC,install the game again,copy back the folder and start the game,they dont detect my save game!,it starts like a new game...
i tried makin an offline LIVE account,then just copy the "save" file from my save to the game's folder,and then it says "the data seems corrupted" or something...FUCKIN CAPCOM!
Is there any way to recover my save?..

Backup the files in case you want to use the original costumes back.

Pey, with the above links should we download just the last two (SF4_DLC_COSTUMES) or do we need to download all the individual character ones linked above that as I noticed only Cammy and Crimson Viper seemed to have separate links for All Colors but all the rest just had one download link per character. I am just trying to save myself from some of the headaches trying to download from rapidshare with their stupid limits as it seems like I have to wait 10 minutes or more between each download. I always liked megaupload.com since I never run into that problem there.

You can download the complete costumes files and the colors from cammy and viper separatedly.

Thats good to know because since my post I have only been able to download like 4 of the individual character files due to the rapidshare limits. Do you have any plans to add the colors to the rest of the characters at some point?
