I need a program that will automatically adjust the clock of my PC over the internet.
My BIOS battery is empty, broken or whatever and everytime the PC is shut down, the clock resets. Changing the battery didn't help, and I'm not going to buy a new MB just for that...

Using the Windows function does work, but it's just too annoying to do that every time manually...

Buy a new battery, dude. They're cheap !

Look at this :
w32tm /resync

You could make it a batch file and put it in startup or something.

As I said, changing the battery didn't help. I moved to a new flat a few weeks ago, and that came up right after that. Maybe something broke on the transport...

shutting down the machine shouldn't cut the power to the motherboard, unless you have an ancient AT mobo and case (infact, atx power button attaches to the motherboard and requires power to switch on)
try update your bios in case it has a bug
also, you should try reset bios to default settings and then set the settings to what you want them to
could be that there's a bit sideways somewhere in the cmos that causes time to reset
