Virgin Media cable customers have a static IP add. (Edit: I suppose it's not really static, just the IP add is leased to you for a much longer time than other ISPs)

Only way you can change it is to get a different VM hub from VM, put the hub into modem mode and use your own router, or switch off the hub for a week and hope that your IP add has been assigned to someone else and you get a new one. Basically change your MAC address or wait for the long IP add lease to run out and be given to someone else.

ip /release

No need for magics, if you lease IP's you'll get a new one once you release your old one. So no need to wait a week.

(Most cases the lease is 48h)

That's not going to change your external IP address that has been assigned to you by your ISP.

It can, all depending on setup and ISP of course.
In my case (various Belgian ISP's and 1 Swe) it always did the trick, no need for waiting till my lease expired since they allowed user requests.
You can end up on the same IP , but I only experienced that a handful of times in a few years.

Anywho, it's just a quick try (few seconds) to give it a go, reason why I mentioned it... so not much loss in trying.
