Maybe a limitation of the UEFI BIOS? Have you read the user manual?

@Invasor yes and yes. as for do I need this fan... dunno. All id does is intake dust (tho it is behind a dust protector).
It is a 14cm diameter fan as intake in front and 2x12cm are outtaking air at 800rpm. one on top and one on back. And I was trying to lower that 1000rpm to 800 maybe to make it less noisy (tho its not as bad)... ohh also 12cm diameter fan on macho120 on cpu is spinning at 1000rpm. Like on that screenshot above.
looks like that

is this ok fan setup ? The grating on the side is open as well there is another open grating on top near fan there
@Newty - nah. the UEFI have option to control all 3 fans, so why would they include it but not make it working ?

The setup is fine, if your not overheating and have decent temps, then don't worry about it
I myself prefer to have more input fans that output so case has slight positive pressure.
Only reason is so that all the cracks, holes, vents, what have you on your case... have a slight bit of air flowing out. Otherwise if your pushing out more than than going in..all those gaps are sucking in air/dust/whatever and clogging those bits, and getting dust caked all over everything.
After years of cleaning dust out of every sliver of an opening because they was all 'sucking air in' its a lot less hassle to clean. Only place that gets dusty now is the filters in front of the intake fans.

temps are fine. about 55-60max on both 2500k(4.4) and my 7870 in stress.
You are right about the pressure but If I would rotate another fan, then I would have 2 fans just blowing in air with dust. With current setup that one fan which rotates fastest is hidden behind dust collector, sucking air in.
I've tried to compensate for pressure by making 2 outtake fans as slow as possible. So I guess thats ok setup... Now If I had option to get another case I would get Fractal Define r4. It is closed silent case. This fractal core 3000 I have now is great too. Just not too dust proof

Swap the fans around and see if the problem is still there.

The 3-rd fan of my HAF912 didn't show up until I flashed the BIOS of my MB to the latest one that was supporting Haswell.
Also there is power setting for the fans in the BIOS itself.
My 3-rd fan sometimes wouldn't start after a reboot, so I found that setting, it was in MINIMAL/ECO and I set it in NORMAL instead - now it runs fine.
