It may help if you push them as low as you can (depending on how bad are those solder joints), because the higher the clock are, signal integrity becomes more of a problem (thinner/dirtier contacts produce bigger parasitics, resulting in more crosstalk, change line impedance etc etc).
So logically you should try lowering the clock first, it costs nothing to try.

more over Gpu not detected in GPUZ or device manager.n win 7 loads with basic vga driver..

But when the machine boots the motherboard logo and bios setup are clearly visible but starts to show the white horizontal lines when the windows boots
