I'm trying to use GoldWave to reduce the hiss/hum of an SVCD, but when I load the mpg it says: "Cannot determine file format" and asks me to select from a dropdown list. But, i dunno which one to pick. Also, can I just open the .bin file with GoldWave, or do i have to extract the mpg first?

Any help would be greatly appreciated.

Well it's called GoldWAVE it means you need to use it with an audio file

you can use any video encoder (like Tmpgenc for ex.) to demux video and audio then run the filters you want with Goldwave and then just remux.
