its because you have CS "GO" on the icon name, it keeps moving, try changing it to CS "STOP"
should fix it..

Probably a useless advice, but try to rename/delete your IconCache.db and then reboot  (Windows will automatically rebuild it)

Man that's nothing, my icons would disappear when moved, disappear when moved to the right side of the screen, and stay where they are even after being deleted. One day they just decided to start working properly. Bloody mind of their own.
Had to keep hitting F5 while on the desktop.

You've been lucky, the last time that something like this happened to me, one of those nasty viruses was eating the insides of my poor hard disk and had to nuke it and format everything  |
