Came across this today and figure I would share, now now, I have no idea if it actually does anything but could be worth a try if you have youtube issues..it can actually applies to all ISP's

Sorry if this was posted before. I did a quick search and didn't see anything, but anyways...
Turns out that there's some bandwidth throttling that TWC does to cache servers that host video content for web services (YouTube, Netflix, twitch.tv, etc.).
To get around this, you can block the following IP ranges (Windows Firewall, ipfw in Linux):
173.194.55.0/24
206.111.0.0/16
By blocking these addresses, the videos will be served to you directly instead of being throttled by the ISP. You can read more info about it here. It should have some more detailed information and links to some videos and tutorials for Windows, OSX, and Linux.
I just did this in Windows 8, and I went from barely being able to watch Merlini on 360p, to watching him without skipping at 1200p+. Hope it helps!

And here is some related discussion on Hacker News

Wow, that's a huge range to block there (like 65000 possible addresses). Surprised

It just looks like it's only 42 addresses?
!

/16 means it's using the last two parts of the address (192.168.0.0) in the subnet, so that should be around 65000 different possible addresses. o.O

Anywho, I'm unable to block this myself since I'm umm....not using a SW firewall and only on the router and I can't change those there. Surprised

No. That's the acne from being such a computer nerd. Very Happy

Yeah, I read up on this a bit last night and it doesn't seem to make a lot of sense. Being that I'm no IT nerd, I can't understand all of the logic, but I can get the gist of it.

After extensive testing, I've found no real benefit to this. I was incorrect before and I should have known that this wouldn't work as intended. I cannot explain why I saw a benefit yesterday, but it was probably just low bandwidth demand, who knows?

Oh well, until a real fix is identified, I'll just have to watch my cat videos in sections...

If you could identify your local CDN servers and block them you *may* find an increase in speed. That is assuming the secondary source was faster than the CDN. Doing that however isnt exactly straight forward, which is why the chap who posted this "fix" just blocked an entire class B IP range.
