I have only ever been able to get it working under Hamachi. I also got a new router and even though I forward a port, a port checker says it's closed. Port forwarding is different than I'm used to. Now it asks for local ip? The hell does that matter?

Use DMZ in your router and it should work.

PC: Yes. Console: No.

Use static IP (static DHCP these days), assign one to your computer's MAC address, then forward the respective port(s) to that IP you assigned (local/LAN IP, rather than public/WAN IP). "ipconfig /all" in a command prompt for more information, it will be the preferred IPv4 address (and not the Hamachi or other virtual network one).
