1) The Joker: I really don't think there will ever be a villain that will ever top him...EVER.
2) Handsome Jack: Whoever wrote his script is an absolute bad ass. Not only is he a self glorified asshole, his sarcasm is just plain hilarious.
3) Sarrano from Bulletstorm: I actually enjoyed this game quite a bit, and Sarrano was a real bastard, but what made me love him was the fact he was a prick even up till "his last breath". No remorse for what he did, his last breath was "fuck you" lol.
Handsome Jack is by far my number one villain in recent memory Gearbox really pulled out all the stops with BL2, but they went above and beyond when it came to Jack -- he was despicably and deliciously evil.
I think of all the best part I've experience so far (I'm not done with the game yet) was when he's like "Hey buddy..haven't had a chance to talk to you since I left you for dead" while his mouth is full of pretzels haha.
I much prefer Sovereign from that one. Every time I replay that game, the only scene I play without skipping a single dialogue is on Virmire, in "that" room. Holy shit that voice.
