the only i could find is :
Fixes voice recognition issues for non-English users [fixing speech recognition in games like Binary Domain/ME3 for non English users etc..]
Fixes color space issue and improves overall performance http://www.eurogamer.net/articles/digitalfoundry-new-dash-borks-video-playback [fixing hdmi limited color scheme bug and adding new bink decoders for retail games for faster decoding]
but borks the dea.bin and cb making nands flashed with new updates non re-flashable
oh and Disables support for unlicensed 3rd-party wireless controllers
Well, as you said, it updates the CB (DAE.BIN has already been broken, it's of no consequence) but the encryption on the new CB? That's a doozy. If you already have your CPU key and already RGH/JTAG'd your machine, you're good to go - the update has already been cracked. However! If you don't have any of that, then flashing to 15574 will prevent you from ever using the Reset Glitch Hack.
Like me
So yeah, if you plan to Glitch; do it before you update to 15574.
i knew that already but my question is is it wroth it... the only thing i could fix that i could see it with my own eyes was :
on new updated machines Walking Dead was faster and without lag/synch issues / pop ins ... so it does not only upload new bink decoders but also new memory streaming instructions
Well you need to ask yourself if it's worth it or not. A handful of games possibly running better (where did you read that, by the way?) or all games for free? You could get the best of both worlds; Glitch the machine (which you already did, didn't you?) and then wait a few days for the next hacked 15574 release
