I'm creating a webpage that should work both on PCs and iPads. On the iPad the orientation will be fixed to landscape. Should I aim for 1024px or 980px while designing the page?

Why are you targeting specific resolution? Create the page, and set the viewport meta tag correctly.

It's just when I create my layout in photoshop... and later on to set the menu width's accordingly. I had good experiences with ipad dev before though, the webapp I put together for an ipad 2 working great on the ipad3, even though I used some fixed px values at some point, the ipad 3 safari apparently multiplies the px by 2 internally, which is nice I guess

Just make sure to provide retina graphics for bit maps you might use.
Also, how will you ensure landscape only, and why?

I guess I did it with setting some meta tags, don't really remember, have to look at my old code. And even if it shouldn't work, the site framework I created should automatically adjust the menu to float over the content, if not enough width is available. (css based, not javascript)
Preferably widescreen because I'm a lazy mofo and am making that page for free for my wifes father, also the side wouldn't profit from different layouts, so why invest more time for no real gain?
