If you are targeting quality, pick constant rate factor. However the resulting file size will be absolutely unpredictable (among other things, it depends on the source video quality etc).
If you are targeting a fixed file size (e.g. 700 MB or 4.3 GB) pick video size or average bitrate (practically they are the same, the first option automatically calculates average bitrate for you). The first pass will go through the source video and analyze it so less bits will be spent for less complex scenes and more bits will be spent for more complex (faster, detailed, noisy etc) scenes, but the average bitrate will remain as you entered it, and so will be the output video size.
Avoid constant bitrate, it's good only for streaming (when you want to have the exact same bandwidth utilization for the entire video length)
