- Whats the IP addressing scheme, subnets, DHCP/Static?
- What kind of packets?

I assume the PC is directly connected to the router?
Firstly try "ipconfig /release" then "ipconfig /renew" and check your "ipconfig /all" again to see if you've got an ip address in the 192.168.1.0/8 range. If that doesn't work, which it should, you could try setting a static IP:
http://portforward.com/networking/static-win7.htm - set it to the following:
IP ADDRESS: 192.168.1.145
MASK: 255.255.255.0
GATEWAY: 192.168.1.1
DNS1: 8.8.8.8
DNS2: 8.8.4.4
Then see what response you get back from a "ping 192.168.1.1"

Port forwarding will make zero difference. It can't actually see the router at all which is why you get a "Destination host unreachable. " rather than a "Request Timed Out" message (the former is because the actual ARP message fails).
So, how are you setup at the minute?
Also, can you go into the command prompt and type 'tracert 192.168.1.1' and see what the first result is? It should be the router IP address.
Under the network settings on the network card itself, I'd set the following:
IP Settings:
IP Address 192.168.1.50
Subnet: 255.255.255.0 (but double check the router is on the same subnet mask)
Gateway: 192.168.1.1
Automatically obtain the DNS for now.
Under advanced options:
Set the Automatic Metric to true if it isn't already.
DNS tab - set the radio button to 'Append primary and connection specific DNS suffixes' and ensure the 'Append parent suffix' is checked.
Also, at the bottom, ensure 'Register connection address in DNS' is clicked.

The port forwarding stuff was not about port forwarding, it was showing him how to set a static IP. None of the above will help as enough of it has already been done to prove what's wrong.
It must be a network card issue, probably driver related seen as the link light is functioning as intended. What card is it (not that it will help given the situation, I suspect you're going to need a new card, good news is that they're DIRT cheap)?
