The one who recommends you a 480 is not your friend. The card simply gets too hot and drains too much power for that performance level.
Get a GTX 560 Ti, it's way more efficient in both thermals and consumption, and it's not much slower than 480.

I have considered that card, but it is currently out of my price range.
I have indeed read about the vast power consumption, and excessive heat too....

I have considered that card, but it is currently out of my price range.

And now I've found a 560 ti that I could probably afford if I stopped eating for a couple of weeks... hmmm decisions....

Okay, my suggestion? 5870. It has more raw power and outperforms the 470 and 560ti in almost every title. It's pretty much equal with the 480/570 too, given how the 570 is pretty much on par with the 480 at the best of times.

I just seen a 6950 that is also within my budget... I could flash that to a 6970... that's not a bad card now is it.....

If you can find a 470 for really cheap it may be worth it. The 470 easily overclocks enough to reach 480 performance levels.

My 110 degrees Celsius gtx 470 begs to differ about being not too hot

Locked BIOS in what way JB?
The 6000 series has dual BIOS's; one locked so you can always revert if a flash goes wrong.
