I had a motherboard and CPU that did the exact same thing. I sold them on ebay.
I would guess it's a fault with the motherboard?

its chieftec 450W. I really paid for it. Like 400pln (lets say 100$)

The motherboard is dying. Trust me, had the same issues, RMAd and got my money back (2 days before the warranty was due).

also try to boost your mem voltage a bit (or switch ram slots if possible), i had all these problems and it was rams fault....

Thats probably not a good idea and usually voids most PSU warranties so even if a resistor fucked up, you wont be able to replace it.
A few things you can try:
1. Replace the CMOS battery (usually around 1-2$ from any office supply store that sells batteries)
2. Make sure nothing is shorting out the board (remove all unnecessary equipment and rebuild the rig outside of the case. Try a non conductive surface like cardboard. And plug in the bare basics (ex: 1 stick of ram,1 harddrive) with stock heatsink.
3. Check the 12V rail reading on the PSU (preferably using a multimeter) but if you dont have one, just check it in BIOS. Usually its a bit off in BIOS but if its WAY off like 9V, then its definitely the PSU's fault
