[edit]So I finally found the problem to the issue have been having with this game. The problem is installing microsoft framework 4, it doesn't update a critical file called mscoree.dll in system32 folder and the x64 version of the folder.

Download and follow these instructions. This registry was made by a user on the official forum here:

I can confirm it works after messing with stuff for almost 3 hours!!

Yeah that is a very annoying thing. But shouldn't be the developers be able to check for the correct .net version?

you would think they would have thought of that but nope, it' s a huge issue with a lot of people right now so im spreading it through all my forums

3hrs 
install game, dont run, install xna from ms site.. game runs..
5 mins tops..
oh and on win7x64..
should not be any issues if your system is for the most part updated regular like
