Portal 2-shaderapidx9.dll crash

I can't for the love of jeebus fix a crash at startup.
It's the same error over and over and I've already reinstalled the game, as well as new drivers for everything I could think of, It's also a 2 week old Win7 installation.
The error is shaderapidx9.dll, or correctly, it's the cause for the crash. It's a file in the game folder.
And I've been googling and so far, none of the solutions have helped. Was hoping hump wisdom would prevail.

Skidrow, and I've never had any problems with any releases. Or steam for that matter.
This is stupid question, but does it matter that I don't have steam installed?

Yeah, I did everything right so I'm gonna try to download a rip, and see if it works.
Shaderapidx9.dll is file in the Valve/Portal 2/bin folder. It's a game file, not a system file. I have no idea why it wouldn't work.
And there's no way I'm reinstalling win7 after just 2 weeks. Especially since other games work like a charm.

Edit: the only "solution" I haven't tried is trying to repair the WMI, or re-registering it, whatever the hell that means.

Did you install the current DirectX version? Windows 7 doesn't come with proper DX9 support, you have to install it yourself. So maybe you're missing certain DX9 dlls?
