if i recall correctly you were on the surface of the planet.. like the moon.. but werent moving units or anything..

Reunion maybe? Been a while since I played it, so don't know if it fits the description completely.
Also Tone Rebellion, Ascendancy, Into the Void, etc. Assuming it was 4x'ish.

Star Control 2 or 3,Pax Imperia,Galactic Civilizations.Really too many come to mind.I also remember another that was like these but it was like Civilization/Colonization in space.It was turn based,can't remember the name.

It's rather buggy unfortunately. Seem to remember it crashing every few minutes when I last played it two-three years ago.
