Being the "computer specialist" that I am(spending unnatural hours in front of the screen) I was offered to do a website for average sized network of chemist's like shops for a friend of my father. But having never done anything serious like that I wouldn't be even sure on how to start. Hosting>domain>web store cms? In the past I only made some simple websites that I kept on giving up on after a few days, would I stand a chance of doing something as big as this? How long would it take? And if I'd agree, how much should I charge for it all?

Considering what you said, I wouldn't accept it since it will be a major pain in the ass and you can't charge much since its for a friend of your father. He won't like it, but he would probably hate it if you said yes then screwed up. Others my see it differently, though, and there are very easy ways to make web stores nowadays... Hosting companies often have some sort of web shop model or building tool that you can use (still, it's a boring job).

I'd have to agree with Invasor, but if you decide to take on the responsibility , it is important that you are upfront and honest with them. And honestly to charge any money at this stage wouldn't be good anyway because odds are you will not finish, and it will not be crazy good. Should they decide to pay you anyway, so be it, but don't put a price tag on it.
Website design is ZZzZZ

You could check out Wordpress and see how you like it/how easy it would be to use. I haven't used it myself, but I know few people who aren't all that computer literate, but still manage to create nice websites with it. They are all pretty good designers though.
You would have to do the design on your own, or there might be some existing templates online.

4 to 5 shops in town. Anyway, his proxy didn't relay properly what he meant and apparently he only wants a website that's to serve as a business card. I guess I'll just take any random fancy Joomla template, edit it a bit to match his details and bill him for the website/hosting/domain.
