I am trying to post a reply on a forum at a certain time, someone is running an ebay type auction that ends at a specific time.

Is there any software/plugin that would do this for me?

You could track the POST HTTP parameters of one of your posts in a thread (using Firebug, Chrome Developer Tools, etc) and build a script to send to the server what you need.

For example, when posting this post, these were my POST parameters:

attach_sig: on
delete: 0
disable_html: 0
