My memory tells me that 3D Realms also created it but I might be faulty.
Looked at the wikipedia page for 3D Realms but can't seem to find the title.
Game was a FPS, featuring an Asian guy with same some funny wise ash voice-over as in Duke Nukem.
I am pretty sure it actually used same engine as Duke Nukem.
So game was DOS and 90s.
I remember a scene when you visit a Chinese restaurant, you get a fortune cookie and it says:
"Man who stands on toilet is high on pot"
