scene releases come as either divx or xvid, so you should have latest installed. for vcd/svcd needs you could use a dvd player like power dvd or windvd. some movies might have subs you want to see so get vobsubs. install the ac3 filters for high quality audio releases. that's about all you might need.
of course you could use the vlc player which can do pretty much anything without installing any codecs.

i think i have the latest divx BUT xvid's website is confusing, the files are like not compiled and therei s no easy installer, the installers and packages on the web seem outdated and buggy, anyone have the latest xvid with a normal installer or atleast a website to the codec file???? and also whats the latest nimo codec pack? does that have the latest xvid?

You can always get the latest xvid version as a compiled binary here at Koepis site:

Yup and one more advice. Do not install codecpacks. Follow Toeffys advice and combine it with Bsplayer.

latest xvid is easy enough to install
unzip the codec
go to this path in the unzipped foler
\xvidcore-1.0.0-rc4\xvidcore-1.0.0-rc4\vfw\bin
right click on the xvid icon then choose install
