Anyhow it uses Star-Force but there is a mini-image around and as of DT Lite and DT Pro 4.36/4.35 and if needed DTE 1st July update (For SF/ProtectDisc and also updated SecuROM and Safedisc.) it can be run without issues.
By opening Beltion.cfg and changing this.

The already translated texts are brought back.
Furthermore go to \data\video and copy the _eng movies to replace the existing ones or also change the movie names via the cfg file to translate those as well.
Figured I should mention it after testing and seeing that it worked, was testing a few other titles like Swarm (Also called MorphX) but it uses a packed Star-Force archive for basic data and that can't the opened due to encryption.
(505 EU planned to localize and translate that game but only did the X360 version in the end and canned the PC project.)
I just noticed only the main parts of the game appear translated after playing trough a small part of the tutorial area, game itself is up on a variety of places, a common version is a 1.1 GB repack (Game is 3.5 GB installed.) so it shouldn't be difficult to find.
The database file should be editable as well, will see if more stuff can be translated that way.
(Side quests and conversations and part of the journal information isn't fully translated at the moment.)
It's a bit dated but feels similar to say Drakan or Hexen 2 and a bit like Severance though without the extra violence and gore.
EDIT: So that's how it is, only includes some demo data for a possible English demo and maybe full localization. (Which appears to have never happened.)
(Setting GameOptions.Game.EnglishDemo to True shows that part, need to find where the actual text data is stored and see what can be done about it.)
