How to set the Win7 Firewall to Auto-Block?

I am using Win7 64-Bit Home Premium.
I use the Win7 Firewall and MS Security Essentials.
Now when I install a new program (like for example Bioshock 2), the Win7 firewall automatically allows it to access the internet.
I know that I can block the access by hand, by creating an entry for the .exe file in the outgoing rules, but I would rather have the firewall ask me when a new program comes up.
Where can I do that?

it's basically just a better frontend for the w7 firewall
the free edition is well sufficient
just set 'disable all' as default setting and close the control program and it blocks everything that has not been specifically allowed by it
open the control program back up again when you need to allow something

Will it pop up and ask me if y new programm wants to access the internet? Because that would be quite important.
Or at least give a notification when something new has been blocked?

yea, just leave the control program running and it'll notify you
but the free version is a bit annoying when you can't switch off system block notifications
but you really only need to run it for the first week of w7 usage till you got pretty much everything configure into it and then just open it when you need something new to access the internet

That's what I'm using, too. It's good, but it has some "free version" annoyances.
