I have no fans connected, only 1 stick of ram, 1 hdd and stock cooler for cpu. I connect the 24 pin to motherboard, and when I connect 12V 4pin to motherboard power supply is starting to going crazy, shuts itself down and then powers up again on his own..

so I take it is motherboard is busted? I did paper clip trick for the psu and it seems fine but any ideas?

Disconnect both your hdd cables and try again.

You could test just the power supply with a multimeter.
