Not sure if anybody else has noticed this, usually it only happens on the cutscenes when it tells you about the races etc, dont know if this happens in the SWAG release.
i have not noticed this at all runs smooth to me, i have had this happen before but reburning it does the trick, then again i dunno how bad of a stutter your talking
Its a bit of a strange one, its only the cutscenes that have any talking over the top, ie. when it first introduces the different kinds of races, the starts of races ie the sort of track introductions are fine, ive burnt it twice and it happens on both copies.
Saying that I have noticed Rockstar Table Tennis refuses to load on my benq drive but works fine on the samsung drive, always used verbs at 2.4 speed and never had a problem, I was tempted to try the SWAG version but dont fancy wasting another verb.
