LOL, here we go, he asks games from the C&C Generals era (with similar requirements) and people recommend archaic games from the 90s like Shogun, AoE1/2 and Dune...  Happens every time someone asks for something older.

Well, games like generals, base builder, have you tried the dawn of war games? they're excellent and scale quite nicely.
The Spellforce games were a very odd breed but done very well
Age of Empires 3 maybe?
Anyone know if World in Conflict scales decently? I've only ever seen it on max
Mind posting the specs of your laptop so I can find the ones that will work instead of guessing?

No way WiC can work on a machine that is good just to run Generals. On my laptop it starts OK (no units) but when things start showing up, it's 10fps...

DARK REIGN??  man, ain't that old (i still remember playing it at an internet cafe  ). but still, quite very nice (and most likely playable)
