Well short bus, as im assuming it's referring to our busing system for schools here, are small buses (about 1/4 size of a full size school bus as far as seating goes) that are used to pick up mentally challenged children from their homes.
So im assuming the phrase is a derogatory one at most. Got a sentenced it was used in?
If anything, it just means a group of retards (I really hate this term in referring to the mentally challenged) getting off a bus.

over here in the UK we refer to those buses for special schools as window licker buses
