					| Probably more the power supply.
I know that when hardware is getting old, you can have weird problem like this.
The mb is maybe defect too.

					| M8, I just had to RMA a brand new Asus board because of a bad bios chip. Exact same issue.
Try updating the BIOS, sometimes it fixes it. I doubt it's the power supply honestly, you'd get more weird results with a bad PS...

Have you tried manually setting RAM voltages and timings? I've found sometimes tables for memory aren't optimal...

Also, check to make sure the front connectors are connected properly.

Yes, I agree, it is power supply or defective motherboard.

I suppose these guys could be right, try the PS in another box (I doubt it's the PS, but try it in another box none the less ).

					| Have you tried the mobo and PSU out of the case? I've had it where a couple of times they work fine out of the case and it won't work within the case. | |

					| Take it out of the case both the psu and mobo. Short out the front case pins to switch it on. You won't need and hdd's or optical drives attached.
I bet you have better results that way.
