I'm just trying to hook up an old hard drive to my computer to copy the contents off so I can throw it away....

So when I try to boot up the BIOS detects the drive no problem, but when windows starts loading i get a nice blue screen and an error message that says something about IRQ conflicts (at least I think so, it flashes then restarts pretty quick). also, I can see the hard drive in the recovery console, but there is a password on the windows admin account that I don't know.

I have a SATA master with the O/S on it, a primary master IDE for storage, now i'm trying to add the second one either as primary slave or secondary master ... neither works...

any ideas about how to fix this or another simple way to copy of the data from the old HD?

That blue screen is usually a hardware failure screen, such as CRC errors, you'll get it a lot with a fucked up HD or bad memory. What HD brand is it? Normally you could just do a normal slave and windows would just read it and let it be. If it comes down to it grab ERD Commander (winternals), and run the drive as your main, the program will allow you to reset the admin pass and repair shit.

Firstly disable "automatically restart" on system failure (control panel > system properties > advanced > startup and recovery settings > uncheck system failure "automatically restart") then reboot and plug in your defective hd and tell us the error message.

Check your BIOS settings and enable LBA. If the problems persists you have to manually change the irq settings of your system because it's obvious that you have an irq conflict like you've said.
