As for the army acting like fuckups, well you know how high the friendly fire casualty rate is for the US army, and thats in normal combat situations. It's not a stretch at all to think they would act in that manner given the situation.
Besides, some dumbass grunts follow their orders no matter what. Using your initiative isn't exactly encouraged.
