What do you mean by writing skills? If it's grammar and spelling skills, trust me, books help.

No. English books just enlarge your vocabulary nothing more. Doesn't really make you smarter or well aware of the English language. Best thing to do is to just surround yourself with the English language, movies, music, books ( ) and just study it. Read study books. Things that focus more on grammar and spelling aspects of the language. Reading a book these days is shit, sometimes they, crummy writerers, overlook certain rules just to look 'cool' and 'hip' and 'creative' which fucking sucks. If you want to sound smart read big thick books (might just read the dictionary and memorize the words and definitions ) If you want to pwn at english just study it.
Just cause you’ve read Dostoyevsky doesn’t mean you’re smart. Just because you can spell Negus doesn’t mean you’re smart either.

I'm pretty sure if you grew up with a Russian/French/Polish/ grammar you'd have no problem picking up any English book. With not knowing the rules of the language you want to learn, you can't really understand it then. Even if you can speak it well enough to ask the hot dog vender where the nearest library is.
I'd reccomend picking up simple ESL books as a start. Read them. Study the language. That's all I can tell you. Then pick up hefty books and learn how you can abuse the language.

Except for the classic cases, it's really confusing and I have no idea which one of them I should pick
Is that what you've meant FreeDriver?
Because time tense aren't a problem and the only problematic thing I can think of is this had, has, have thingy |
Yes ,one of many others.
for e.g: what cant I say "look at the sentence you HAVE just wrote"
according to one's signature in this forum, its incorrect... why? I have no idea...

That's good to learn the speech and dialogue and some spoken english language. It's not good to learn the grammar and such. Dialogue doesn't have to be grammatically correct at all. Especially when people write in slang. There's no fine definition for gonna or wanna and other shit. Heck, fuck has different meaning in a lot of languages (mainly fornication)
I like to say fuck you want? Fuck you doing? Fucking fuck! Fuck Off!
You know?
You can learn a language from watching movies and shit, but you can't learn the rules. It's best to learn the rules first before you learn a language. You learn how to use it and then how to exploit it. Which is great. If you use one-liners from a movie, you'll only memorize a language and not learn it. Sorta sucks.

Unless English is your first language, I wouldn't worry too much about your grammar. I like to consider myself fluent at French, but it would be obvious to any native speaker that it's not my first language. As long as you're literate and intelligible in conversation you've got nothing to worry about.
Is theres some specific reason you want to improve your English skills, or is it just personal?

there is no special reason for that, just to have a better feeling when I use it,which is usually in writing.
my problem is that I really dont know any rules. basically I've learned what I know from the web (forums,sites..etc) from reading and writing.

If you have the money, take a private teacher... A help from a professional is always the best solution.

You need to remember to put a capital letter at the start of every sentence. Apart from that your English skills seem spot on.
