I know that the quality of videos are downsized to make the file smaller. I want to know if there is a way to do the opposite.. make the quality better but file bigger

nope, if the qualitys shit, encoding it to a better format will do sweet fa.
you could try filters and shit, but if its crap quality you aint gonna improve it.

haha, rofl, if u could make quality higher, why the fuck would they mind making codecs etc then?
Data=quality. Codec->removing data->quality gone forever.
So all those high tech FBI bullshit you see on tele is totally impossible. Once the data is lost it is lost.
The algoritmns are available though for still pictures. Still developing it.
Google a bit for 'Wavelet'. But until today, it is not available in movies
